If the Li-Ion does not have memory effect as in NiCad, what does that mean ?

Basically, we believe that nothing can last forever. But since we are not battery scientists ourselves, we searched for references. Here is what we found :

"The capacity of a Li/SOCl2 cell depends on the masses of the lithium anode, carbon cathode, and thionyl chloride present in the cell. Optimum capacity is achieved by correctly balancing the amounts of these materials relative to each other. In a properly optimized cell, 90% of the theoretical capacity can be realized at the nominal discharge rate for a given cell." Perhaps the Li-ion batteries do not have "memory effect", but as the battery is being charged and discharged daily, it does not gain 100% of its theoretical capacity.

"To some extent, partial discharge of a cell increases the rate of passivation. As a cell is discharged, the anode surface becomes rough and pitted. It is generally accepted that the increase in the rate of passivation observed in partially discharged cells is due to this change in the lithium surface. Although the apparent common surface area between the electrodes does not change, the actual surface area increases due to the rough surface."
